Introduction:

- The national five-years strategic development plan for Sudan (2007-2011), the first since singing of the comprehensive peace agreement – provide a development framework for the coordination of the nation’s peace and development efforts. The plan had been prepared by the nation council for strategic planning (NCSP) with the participation of hundreds of people throughout the country, which represented all groups of Sudanese society. The national five-year plan (2007-2011) is the realization of political stability through national unity, promoting sustainable development, modernizing agriculture, eradicating poverty, and achieving balanced development between rural and urban areas. The plan started by a good introduction which analyses the situation during that time concerning the plan for the targeting and co-ordinating of the Sudanese efforts, an overview and information of the plan 3, and also an explanation of the strengths, weakness, opportunities and challenges faces the plan.
