ABSTRACT
The improvement in management sciences and technology, which demands complex skills, knowledge, and experience, has made Staff Training and Development a compulsory task. It is because of this trend that this work is being carried out in order to evaluation the training and development programmes in Nigeria public sector with special reference to Kogi State College of Education (Technical) Kabba, Kogi State. The research equally probes into the implementation and effectiveness of the Staff Training and Development Programmes of the College. In carrying out this research work, sources of data were drawn from both primary and secondary sources. Simple statistical methods such as tales, frequencies and percentages were used in data analysis. We adopted a suitable theoretical framework for our analysis, the process model by Eckstrand while percentage proportion was used for analyzing the data collected. From our findings, we came to the conclusion that staff training and development are important factors that affect staff morale and occupy a high position among the incentives in the staff work place. But unfortunately, the Kogi State College of Education (T), Kabba is not sensitive to the yearnings of its staff for this much desired training and development. There is inadequate funding of the College for staff training and development programme. Based on the above findings, the study recommended that the college management should endeavour to specify the objective of training needs; to have guiding policies for training and development; and that selection of training participants should purely be based on actual training needs.
