Assessment Of The Determinants Of Public Servants Effectiveness In Ward Administration: A Case Of Dodoma City Council

ABSTRACT

The study assessed the determinants of Public Servants Effectiveness in Ward Administration drawing experiences from Dodoma City Council (DCC). The study, specifically examined the working conditions of public servants in ward administration and context in relation to their responsibilities; explored the challenges faced by public servants’ in implementing their roles in LGAs and suggested alternative solutions to enhance effectiveness of public servants at ward administration and service delivery at ward level. The study Design was a case study adopting mixed approach which allowed the uses of both qualitative and quantitative methods in data collection and analysis. The sample size of forty-five (45) respondents was used where data were obtained from four (4) different wards. The tools for data collection were Interviews, questionnaires and documentary reviews. The findings indicated that the roles of public servants of ensuring maintenance of peace and order, service delivery, revenue collection and promoting social welfare and economic well-being was imbedded with a number of challenges. The inadequate levels of performance were a result of a number of factors such as poor working conditions; inadequate financial resources; inadequate training; and poor motivation schemes which all impede the effectiveness of public servants at Ward levels to fulfill their roles in provision of social services. the study also suggested alternative ways that can enhance the effectiveness and efficiency of public servants in ward administration; the proposed solutions includes improving motivation in terms of monetary incentives, recognition and promotion; training opportunities and improved working environment and facilities. The study recommended to the government to invest on systems, structures so as to tackle the challenges impeding public servants to be effective and efficient in-service delivery at grass root levels.
