Attracting And Retaining Scarce Skills Through Scarce Skills Allowance In The Botswana Public Service: A Case Study Of City Of Francistown Council

ABSTRACT

The thesis is about the attraction and retention strategy implemented by the Botswana Public Service. The strategy, which is a scarce skills allowance, is intended to attract and retain Botswana Public service employees who possess skills which are scarce in terms of the Botswana Public Service. This allowance has been in place since April 2008 after the realisation that the public service was challenged with attracting and retaining employees with scarce skills. These skills include professions such as Accounting, Economics, Information Technology, Medical, Engineering and Legal. The study is case of city of Francistown council which is part of the Public service and boasts of different departments within which the different types of skills and professions are found. The study intended to establish the effects of the implementation of scarce skills allowance in the Botswana public Service. There has been recognizable positive effect from the implementation of the allowance although from the study it has been found not to be enough to be able to attract and retain employees with scarce skills. As people are generally not motivated by the same things the implementation of the allowance has been found to have a need to be augmented with other strategies in order to be able to attract and employees with scarce skills.
