1.0 INTRODUCTION

1.1 BACKGROUND TO THE STUDY

Children's rights are legal procedures or a framework of minimum defense for young people who are weak and powerless and are a shield against the common threats of life and therefore minimum demands needed in all societies to protect children. Uganda's population is fast growing and keeps doubling every after ten (10) years. The recent census carried out on 13-19/9/02 revealed that there was an increase of 24.2 million people from 12.5 million in 1991. The central region had 27% of the total population and Kampala and Mbarara had the greatest of more than 1,000,000 each where as Kalangala had the least population of 100,000 people at that time (UBOS Feb 2007) census atlas.
