DECENTRALIZATION AND POVERTY ALLEVIATION IN LOTUKE SUB COUNTY, ABIM DISTRICT, NORTH-EASTERN UGANDA.

ABSTRACT

The purpose of the study was to establish the impact of Decentralization in

poverty alleviation in Lotuke Sub County, Abim District. The specific objectives

were to: examine the poverty levels, establish the challenges facing

decentralization in poverty alleviation programmes in improving the livelihood,

examine the impact of decentralization in poverty alleviation programmes in

improving the livelihood; and establish the Effective ways of implementing

decentralization programmes in poverty alleviation in Lotuke Sub County, Abim

District.

The study employed both quantitative and qualitative methods of data collection.

Primary and secondary data were obtained from the respondents and relevant

records/or literature.

Most (40%) of the respondents were married and the least (1 1%) were widows

with males constituting 60%. A total of 23% of the respondents noted that

Decentralization created jobs; expanded agriculture (20%). The challenges faced

in decentralization were poor infrastructure (22%), illiteracy level (21%). However,

the effective ways of implementing decentralization programmes in poverty

alleviation are: promote education (24%), funding agricultural sector (2 1%) and

sensitization of the masses was the least at only (17%).

Conclusively, the impact of poverty alleviation programmes has had great

improvements in the lives of many Ugandan Nationals who live in Lotuke Sub

County, Abim District.

The study recommends strengthening of already introduced services, deal with

pending threats and that Government strengthen its capacity in implementation

of policy and evaluation of poverty alleviation programmes.
