ABSTRACT The study sought to assess the effect of donor supported on the success ofHIV/AIDs projects in Ali Sabieh, Djibouti. It was guided by three specific objectives, that included i) assessing whether the empowerment of primary stakeholders promotes the success of donor supported HIV projects in Ali Sabieh, Djibouti; ii) assessing whether accountability of development intervention promotes the success of donor supported HIV projects in Ali Sabieh, Djibouti; iii) assessing whether monitoring and evaluation promotes the success of donor supported HIV projects in Ali Sabieh, Djibouti, the researcher administered a questionnaire to 171 respondents; Slovene's fonnula was used to an·ive at sample size. This research employed a cross sectional design to describe the relationship between variables and the questionnaire was used as the research instrnment. Descriptive statistics used in this study included frequencies, means and PLCC on correlation of variables. The findings revealed the following: the findings indicated a positive and significant relationship between empowerment of primary stakeholders and health care project success(i=.896; Sig=0.000), there is a significant relationship between accountability and health care project success(i=0.922, sig=0.000), there is a positive significant relationship between monitoring and evaluation and health care project success(r=.925, sig=.000. Data analysis using means showed that donor support was found to be satisfactory ( over all mean=2.93), and success of HIV health care projects was found to be satisfactory (mean=2.50). Still the conclusions were that; empowennent of primary stakeholders can highly increase the success of HIV health care projects, the more the HIV health care staff are accountable it improves the health care project success and vice versa in Ali Sabieh, Djibouti, and lastly the more the more the donors monitor and carry out evaluation the more the HIV health care projects become successful in Ali Sabieh, Djibouti. The researcher recommended that the donor agents in Ali Sabieh, Djibouti should create networking opportunities for those people involved in the support group, the donor groups in Ali Sabieh, Djibouti should carry out assessment of capacity needs to deliver HIV/AIDS services, and they should suppoti adequate supply and appropriate skills mix of health workers to deliver HIV/AIDS services.
