According to Agbaeze (2012) say that every nation whether developing or industrialized, strives after development. Development is not purely an economic phenomenon, however economic progress is an essential component. Regrettably, problems of unemployment as experienced by the education youths and even the uneducated but skilled youths have become more pathetic in many developing economies, despite the neo – liberal strategies in addressing the issue of enhancing human capital.
Entrepreneurial development has been conceived by successive government as a programme of activities to enhance the knowledge, skill, behaviour and attitudes of individual and groups to assume the role of entrepreneurs.
