FACTORS AFFECTING EMPLOYEES’ PERFORMANCE IN THE LOCAL GOVERNMENT AUTHORITIES (Lgas): IN DODOMA CITY COUNCIL

ABSTRACT

This dissertation informs on the factors affecting employees‟ performance in the Local Government Authorities (henceforth LGAs). The study area was Dodoma City Council of Dodoma City. 82 respondents were sampled using simple random sampling and purposively sampled departments. The data for the study were generated through questionnaire, interviews and documentary review. Statistical Packages for Social Sciences (SPSS) was used to analyse data. In specific, the study sought to identify the available factors which may enhance employees‟ performance, to assess the employees‟ performance, to determine the influence of the available factors on employees‟ performance and to identify the challenges which may hinder employees‟ performance. The analysis if the data generated revealed a number of factors with adverse affect on employees‟ performance in LGAs. These include payments, supervision, training and development programmes, promotion and the environment at work. Also, the understanding of the performance targets, realistic performance targets and the lack of commitment among employees were found to be the factors which positively and adversely contribute to employees‟ performance.

Following these findings, several recommendations are made. First, LGAs should timely improve incentives and payments. Second, the Central Government should fine tune its vision and streamline it to the chain of human resources to make it clearly stipulated and understood. Third, the LGAs officials, especially the financial resource managers, as well as procurement officers, should focus on the prioritized issues such that only the necessary equipment helpful for employees‟ performance is supplied.
