ABSTRACT
This study intended to determine the factors that influence the implementation of eGovernment initiatives at the PO-RALG in Dodoma. The specific objectives of this study included determining the social demographic factors that influence the implementation of e-Government, examining the influence of individual factors on the implementation of e-Government, analyzing the influence of organizational factors on the implementation of e-Government and determining the influence of technological factors on the implementation of e-Government in the PO-RALG. The Theory of Acceptance and Use of Technology (UTAUT) guided the study to explore the adoption and implementation of e-Government services. A sample size of 170 respondents were chosen, this consisted 70 employees from Administrative and Human Resource Management, 45 Financial Accounting unit, 31 Information and Communication Technology unit, 12 Procurement Management department 6 from Health services unit and 6 from Internal Communication unit. It employed the quantitative approach to generate and analyze data while regression analysis was made to bring out the relationship between variables. Data were collected through questionnaires, interviews, observations; analysis for quantitative data was done with the support of Statistical Package for Social Sciences (SPSS) version 20.0. The study revealed that age, gender, and educational level of personnel have influence on the implementation of e-Government initiatives in the study area, for instance 49.4% of respondents had bachelor degree this indicated that most of the respondents were able to implement effectively the e-Government initiative. There was also an influence of individual factors, viz. personal experience and enough and appropriate trainings. Furthermore, strong organizational culture, appropriate organizational structure, effective service delivery and technological issues had influence on the implementation of e-Government initiatives. The factors with direct influence are the hardware and software infrastructures, IT policies and standards. However, factors such as IT security and privacy, integrated communication system, and technical support services can only influence e-Government initiative once proactive measures of appropriate handle them are considered. Generally the study recommends that the Government should strengthen coordination of cyber security to streamline technical support services across all public institution, and facilitate them to access and use shared e-Government resources.
