And is there a significant relationship between the level of free secondary education and the level of students’ completion rate of ordinary level of Kamonyl secondary schools? The design of the study was a descriptive survey in particular descriptive correlational. Data were collected by means of questionnaire and observation checklist. The majority of the respondents are in the age range of 31-35 (26°k). The majority of teachers are Bachelor’s Degree holders (56.0%). The level of students’ completion rate of ordinary level is high (overall calculated mean = 4.68). The level of free secondary education and the level of students’ completion rate are significantly correlated (r- value = 0.16, sign = 0.000). The research recommended that the district of Kamonyi in collaboration with the government of Rwanda and the Ministry of Education should increase strategies of monitoring the implementation of free secondary education policy. In the same view, Head teachers should strengthen practices that positively impact on the success of free secondary education by abolishing indirect fees of schooling which may be a barrier of some students from completing school.
