Funds Disbursement Procedures And Implementation Of Donor Funded Health Projects In Nairobi City County, Kenya

BSTRACT

Donor funding is anticipated to be a multiplied direct supply of investment which is factored both in investing or financing activities of the ministries. The authorities gets large donor useful resource from numerous assets to fund some of programs in the public sector. However, despite this fact, most projects experience erratic disbursement of funds from donors thereby leading to confusion and uncertainty in implementation of project activities. This study sought to examine the influence of funds disbursement procedures and implementation of donor funded health projects in Nairobi County, Kenya. The specific objectives were to examine the influence of funds protocol agreement, resource allocation, organizational structure and organizational culture on implementation of donor funded health projects in Nairobi County, Kenya. This study focused on donor funded health projects in Nairobi County, Kenya, whose number stood at 56 as at December 2015. The study respondents were the respective project managers. The target population was drawn from the selected donor funded projects in the County, whose number stood at 56 as at December 2015 and a census of all the 56 projects was considered for the study. Secondary and primary data was collected with the aid of a detailed semi-structured selfadministered questionnaire that was completed by the project managers. The study revealed that funds protocol agreement, resource allocation, organizational structure and organizational culture had a positive and significant effect in the implementation of donor funded health. The study concluded that Funds disbursement times are flexible and their conditions are easy to understand and that there is a direct relationship between funds protocol agreement and implementation of donor funded health projects. Resource allocation aids in assigning resources to tasks throughout the life of a donor funded health project. Organisational culture is an important factor in the workplace and successively the major motivating force in effective implementation of a mission. Organizational structure positively affected that implementation of donor funded health projects. The respondents indicated that the organization structure was lean to eliminate duplication of roles and at the same time speed up the process of decision making. Some respondents however indicated that at times the decisions made were not very strong and were biased. The study recommended that Budgetary allocation of resources should be based on actual budgetary requirements, the funds approval process must be clear and easily understood and there should be no bureaucracies involved in funds disbursement. Project managers should provide the necessary resources and facilities for project implementation. This will facilitate effective implementation of donor funded health projects. The organizations need to create an surroundings that connects employees to the employer’s undertaking and that makes them sense secure. They ought to set their shape of control and suitable lines of authority, and feature clean, open strains of communication with their personnel. This study suggests that further studies should carried out on how communication, leadership influence the implementation of donor funded health projects in Kenya.
