ABSTRACT

This study was conducted to establish and document the implications of developing a

computerized Loan Management System for the Savings and Credit Cooperative Organizations

in Tanzania, by taking the case of the Ministry of Finance and Economic Affairs Savings and

Credit Cooperative Organization. The study particularly sought to improve the availability of

information and other services offered by the MoFEA SACCO to be much quicker, reliable and

cost-effective following the limitations of the paper-based system.

The main objective of this study was to identii~i the weaknesses of the paper-based system used

at that time so as to develop an improved loan management system that would overcome the

observed shortcomings.

Data was obtained through interviews and questionnaires as well as by using various archive

sources. For this to happen, some staff members of the MoFEA SACCO were interviewed and

questioned.

The system in question was implemented by following a client server Architecture, using

ORACLE Database I Og Release 2 (10.2) for Windows (32-Bits), which was chosen due to its

exceptional availability, scalability, reliability, and security as compared to other DBMS’s.

The study concludes and recommends that this new system is technical, economical and

operational feasible for the MoFEA SACCO. This system is capable of capturing data

efficiently, store data effectively and give out quality output as desired.
