Management Of Multi-Stakeholders Processes In Public Service Delivery In Tanzania: A Case Of Community Secondary Schools In Masasi District

ABSTRACT

The government of Tanzania has embarked on far-reaching efforts to enhance access and improve quality of secondary education. In so doing, the government has established community secondary schools in each ward where a number of challenges have been encountered in the course of delivering the service. The discourse on education development confirmed that its improvement requires fully engagement of diverse stakeholders as well as effective management of Multi-Stakeholders’ Processes (MSPs). This study focused on assessing how local government authorities do manage the processes that bring together different stakeholders with specific focus towards improved delivery of education in community secondary schools. The conceptual framework that guided the study was informed by social dimension theories which emphasize that sustainable development requires collective action among different stakeholders who can build relationships and knowledge which will enable them to develop sustainable solutions to old and new challenges. The research tools comprised of interviews, questionnaires, focused group discussions and observation. Research findings indicate that well managed multi-stakeholders processes may generate highly improved delivery of quality education in respective community secondary schools. The study, therefore, recommends for the need to reframe management mechanism of Multi-stakeholders’ Processes towards realization of improved learning and teaching environment in the community secondary schools.
