ABSTRACT The study sought to establish the relationship between the extent of NGOs participation and Primary education service delivery in Bossaso Somalia. This study was guided by three specific objectives namely; determining the extent of Non Governmental Organizations participation towards primary education in Bossaso, Somalia, ii) to examine the quality of Primary education Service delivery in Bossaso Somalia; iii) the relationship between the extent of NGOs participation and Primary education service delivery in Bossaso Somalia. The research employed descriptive correlational design to describe the relationship between the variables. The findings revealed the following: majority of respondents ranged between 3 1-40 years and these were male (68.4%) and had only attained diploma as their highest academic qualification (60.9%). Data analysis using means showed that the extent of NGOs participation was found to be satisfactory with an overall mean of 2.88, and the extent of primary education service delivery was found to be satisfactory (overall mean=2.77). NGOs participation and Primary education service delivery are positive and significantly correlated. The researcher recommended that; there is a need to develop policy instruments to operationalise the new Education Act (2011) while its review is going on. The urgency with which the Act’s implementation should be implemented is dictated by the need to meet some of the international education goals whose deadline is imminent, the government needs to adequately fund the Central Statistical Office (CSO) and provide sufficient staff in order to improve education data collection, analysis and publication. Planning and budgeting for education should be integrated more closely so that budgeting is target specific and in line with the Annual Strategic Plan and five-year plans and conditions of service for teachers need to be improved and remuneration packages should be more attractive to invite and keep individuals in the teaching profession. And lastly the researcher encouraged prospective researchers and even students to research on the following areas; funding and primary education service delivery in Bossaso Somalia, NGOs participation in primary education and quality of learning environments in primary schools in Bossaso Somalia, and lastly Teacher training and primary education service delivery among primary schools in Bossaso Somalia.
