ABSTRACT
This research dissertation: Personnel Recruitment and Primordial Factors in the Civil Service ; A Case Study of Kogi State Civil Service Commission stems up as a result of the interest of the researcher in the management of Civil Service. The existence of the civil service carries responsibilities of not only maintaining law and order, but also ensuring that life is made comfortable for the majority of citizens in a country. This is the reason why every government is ever compelled to employ the best material (personnel) available so that, that symbiotic relationship of social contract between government and the governed is maintained. But in recent times the performance of the civil service towards the realization of this goal is far from been achieved. The objectives of this study are to identifY some of the major primordial factors, and to examine how these factors affect personnel recruitment in Kogi State Civil Service. The sample size was chosen using the Stratified Random Sampling. A well worded questionnaire using the five point lickart scale, and interviews was employed in gathering the data. It was discovered that Primordial factors such as Religion, Ethnicity (Tribe), Language though not a qualification for recruitment affect greatly personnel recruitment in the Kogi State Civil Service. The recommendations therein include: Removal of undue interference by political office holders; Recruitments in the civil service should be based purely on merit and other laid down rules so that competent hands are recruited; the service should maintain high level of discipline and disciplinary measures taking against offenders irrespective of who they are. Training and retraining ofstaf will help make staf more competent. With these recommendations in place the civil service will be able to deliver on its mandate. The system models are such that requires managers of human resources in civil service to pet into consideration environmental factors. In other words manager should see the challenges and problems that they are facing as a network of interrelated element with the daily interaction between the internal and external environment of the civil service ifthe environmental factors are properly plan for in managing human resources the challenges of personnel recruitment would be reduced.
