Public —Private Partnership in Education Service Delivery in Kiboga District — Uganda

ABSTRACT Human life continues to suffer from poverty and deprivation leading to impoverishment. Just like some other few districts in Uganda, delivery of education services by the government has been very poor yet public private partnership seemed to yield better results. The study was carried out in Kiboga district (Uganda) just 135Km South West of Kampala, assessing the effectiveness of public- private partnership in education service delivery. With a specific focus on the forms, aims, challenges, relationships among partners and the outcomes of Public Private Partnerships. The study was a case study research, evaluating the performance of public- private partnership in education service delivery. Questionnaires and interview guide were used. The study involved 657 respondents who were selected through stratified random sampling. The results were quantitatively and qualitatively analyzed, expressed in percentages and presented on tables and graphs. On the whole, the finding reveals that service contracts were widely used, with significant aims. However partnerships faced a number of challenges. The relationship between the two partners were of “Hate and Love” The outcomes of the partnership were to a greatest extent positive. Without appropriate model for provision of social services, especially education, our society will continue to experience tough challenges. Poor education service delivery is closely linked to endemic social challenge. And the social challenges affect the outcomes of education. Public- private partnership can act as an appropriate model for provision of services especially education.
