Recruitment And Retention Strategies Of Teachers In Secondary Schools: A Study Of Ilala District

ABSTRACT

This study focused on investigating strategies for teachers’ recruitment and retention and their effectiveness in improving the process of recruiting and retaining secondary school teachers in Ilala District Council. The study adopted a case study design, which largely employs qualitative approach with some elements of quantitative approaches in data collection. The total population for this study expected to provide relevant information included forty eight (48) secondary school teachers from 8 secondary schools, eight (8) heads of secondary schools, 1 TSD officer, 1 DEO for secondary school and 1 District Executive Director. Findings reveal that teachers are unhappy with the way Ilala municipal council recruit and retain them due to existence of the challenges facing Ilala Municipal council in recruiting and retaining teachers. Challenges includes Lack of teachers’ houses, delay of payment of teachers’ subsistence allowances, delay of payment of salary, lack of orientation course to new teachers, inadequate teaching and learning facilities in schools, lack of skilled and supportive education leaders within the municipal, delaying of teachers’ promotion and lack of overload and extra duty allowances in schools.
