Results-Based Management and Bilateral Projects Success in Pagor, Southern Province, Rwanda

ABSTRACT 

The purpose of this study has been to test the theory of Results-based management (CIDA, 1996) usefulness on implementation of bilateral projects. The General objective has been to determine the correlation between the results-based management approaches used in PAGOR as a bilateral project implemented in Rwanda and its success. As specific objectives, the research had to determine the profile of the respondents in terms of gender, age, marital status, educational qualification, field of work and relationship with PAGOR; to analyze how PAGOR as bilateral project applied the results-based management; to determine the level of PAGOR success based on what expected; and finally to establish the relationship between results-based management practiced in PAGOR as bilateral project and its success. The population of this study is 300 with a sample of 171 Respondents. The sampling procedure had been helped by using Sloven’s formula. The population sample includes all categories of PAGOR beneficiaries such as PAGOR staff, Representatives of local NGO’s, District staff, Sectors’ staff, Capacity building committee, Gender committee, and Local elected people. As research instruments, the Researcher used a questionnaire after making a literature review. The analysis of research results using the mean of respondents ‘agreements showed that PAGOR is a successful program and that the RBM was applied. Using Pearson chi-square tests, ~nd regression analysis, the results showed that there is a significant relationship between RBM applied and the success reached. Brief contrary to some bilateral projects, PAGOR succeeded particularly; because it was ocal results-based managed program and different mechanisms for results sustainability were iefined and built while preventing risks. However, for an organization which is interesting to replicate a similar program, following ~spects would be improved: support to the taxes ‘collection strategy, reinforcement on District CT equipment maintenance strategy, giving to the beneficiaries more information about District lan and report content, giving to the beneficiaries more information about their rights and ~bligations, reinforcement of beneficiaries participation on infrastructures maintenance, more raining to project ‘beneficiaries on cooperatives ‘management, more training on elected organs iembers ‘duties, ensuring that District ‘departments produce data which are gender esegregated.
