Revenue Automation and Its Impact on Revenue Collection and Development in Nairobi City County

Abstract:

Lack of an effective revenue collection system has limited the county government’s ability to collect adequate revenue and achieve its development goals. The purpose of this study is to investigate the impact of revenue systems automation on revenue collection and development in Nairobi City County. The specific objectives are; to examine the effect of cash management automation, budget process automation and revenue administration automation on the revenue collection and development in Nairobi City County. A mixed research design was adopted for this study. The researcher analyzed the data by adopting both qualitative and quantitative approaches. Primary data was collected using a structured questionnaire and interviews. Descriptive and inferential statistics were finally used to analyze and interpret the data. The research was able to obtain a 94 percent response rate. Of these 44 percent were women, showing a high degree of inclusion of women in various positions in the organization. The study concludes that there is a positive and significant effect of revenue systems automation on revenue collection and development in Nairobi County. The study concludes that automating cash management processes, budgeting processes and revenue administration processes would have significant positive impacts on Nairobi Country’s revenue collection. The study recommends that the managers of the revenue authorities cultivate an innovative culture to ensure the staff are more acceptive of new technologies. The study also calls for better staff education and persistent training for both staff and taxpayers to make them aware of any new developments in automated services. The study further established that automated payment and budgeting have a positive impact on budget forecasting, the study recommends better integration of the systems to guarantee information sharing between departments and ensure instances of double taxation of slow payments confirmation are minimized.
