ABSTRACT
This research work was designed primarily to examine the roles being played by nongovernmental organizations in the development of rural areas. The work is also designed to identify the causes of the low rate of involvement of the non-governmental organization in the development activities and the possible ways of making them more ideally effective. The study was carried out principally on the development of rural areas in Nabukalu sub county Bugiri district. A total population of 120 was selected as sample size through simple random sampling techniques. Primary and secondary sources of data collectively were used by the researcher which includes oral interviews and questionnaires, textbooks, journals, document and newspaper. The researcher designed one hundred and fifty (150) questionnaires but one hundred twenty (120) were selected retrieved. Statistical tools were also used for this research work. Questionnaires were employed in carrying out this research based on the historical nature. The relevant information which help and served as the foundation and construction of the questionnaires were the theory of development and rural development and related literature based on the roles of non-governmental organization in the development or rural area. Findings showed that people have benefited from NGOs in Nabukalu Sub County through acquiring loans to start up some small Business and also invest in Agriculture, which has helped them to be self-reliant. Sensitization has been carried out by the NGOs, such as ATEFO Uganda, NAADs, MUCOBAD, and this has helped people to carry out agriculture. Local people have also been helped to acquire basic necessities, as a way of reducing poverty; they are getting involved in different activities to promote development. Study findings also established a high participation level of NGOs of 80% in development of rural areas with 70% indicating improvement in agriculture hence food security and Health alleviations. Findings also established a positive and significant correlation between the Role of NGOs and the Development of Rural Areas after obtaining a Pearson correlation coefficient of 0.426 at 0.01 significance interval. Study findings also established that community members’ participation level in conception, design and implementation of the NGO projects was rated good at 70%. More findings established that the source of funding the NGO projects through Government or donors funding and community contribution was at 83% and 17% respectively. xi Findings also established that 1% was aged below 20 years, 15% were aged between 21-30 years, 51% were aged between 31-40 years, and 19% were aged between 41-50 years while 14% were aged above 50 years. This indicated that the most dominant age group in this community was between the ages of 3 1 to 50 years. Most of the respondents were males at 74% since they are the household heads of the family units. It was concluded that it’s to a large extent that the contribution of NGOs toward the development of rural areas, lies in the hands of individuals, especially where these NGOs bring the programs, and yet the local people are the one to be involved in the running of these programs if they are to benefit. It was recommended that sustainability measures should be put in place so that the projects are long term benefit, provision of employment centres especially markets and industries to the local people in Nabukalu Sub County should be done. It was further recommended that social services like health centres, school, water, electricity and roads be extended and improved. Decentralization should be promoted so that people keep their cradle lands. A bottom up approach be encouraged for easy identification of needs and helping in decision making and the proper allocation of resources, co-ordination where by the government fosters but does not dominate, Government should be in position to monitor the progress and help these NGOs when it is called upon.
