The Application Of Procedures On The Disposal Of Assets In The Public Sector A Case Study Of Kole Local Government Headquarters

This study was carried out to asses the extent of application of the procurement procedures on the disposal of assets in Kole local government headquarters Kole district,in Northern Uganda.

Data was collected through the use of questionnaires accompanied by observation and interviews. The study involved 20 respondents; these were all involved in different activities at different levels. The study also sought to establish whether the application of the procurement and disposal procedures lead to accountability and transparency,effectiveness and efficiency value for money and environmental and human health protection. It was revealed that the movement seems to have only shifted competency levels from poor to low to average in most of the cases except with regard to insisting on the value for money in procurement and disposal of assets which was high after the law. The results indicate that there is application of the procurement and disposal procedures.It also indicated that cooperation among various units in the organization existed but in small amounts.
Finally recommendations were made like; strenghening measures to reduce the level of corruption, creating awareness of the procurement and disposal procedures,adquate and timely funding of works and sentization of service providers.
