The Contribution Of Decentralization Towards Improvement Of Secondary Education Services Provision In Tanzania: A Case Study Of Dodoma Municipality

ABSTRACT

The aim of this study was to assess the contribution of decentralization towards improvement of secondary education service provision in Tanzania with the specific case of Dodoma Municipality. The study was conducted under three objectives. First, to investigate on how decentralization of secondary education has contributed to the availability of teaching and learning materials, good teaching and learning environment in secondary schools. Second, to examine on how community members are involved in making different decision in schools management, administration and development, Thirdly, to find out the alternatives on which the government will adopt to improve decentralization of secondary education service provision in order to have good secondary education services provision. Data relevant to the tasks was collected from Dodoma Municipality using focus group discussion, observation, questionnaires and interview. Collected data was analyzed by using both quantitative and qualitative methods by the help of SPSS and computer Microsoft excel. The sample of the study constituted 80 respondents including teachers, students, head of schools and community members. The findings revealed that teaching and learning environment is not conducive for leaning to take place affective since schools are not having enough teaching and learning materials especially for science subjects. The study concluded that, there is a very low contribution of decentralization towards improvement of secondary education service provision. The study recommends that there is the need to improve the current state of our school and to enhance effectively community participation in schools management and development.
