ABSTRACT
This research was purposely carried out to assess the impact of lack of participation of
the communities in national development programmes or in Jhe development of their own
community and provide justification on how community participation should be handled
and how the communities should be treated in order for them to participate in national or community development programmes. The study was carried out in Ayivu Sub-Counties of Pajulu and Dadamu in Arua District.
The data was collected through questionnaires, Self Administered Interviews, Focused Group Discussions with ihe local communities and Government employees in those two sub-counties and paying visits to some of community Organized Groups. The data was
descriptively presented, analyzed following the objectives and research questions. The analysis was done using tables and graphs and percentages.
The general objective of the study was to come up with ways of improving community initiatives and community participation in development activities or in nation building.
The research Questions were:
1. What is the impact oflack of community participation in development activities?
2. How do economic hardships contribute to lack of community participations in development activities?
3. What effect do NGOs and Relief aid have on community participation m
development activities? The key findings is that because of economic hardships, low level of education and
lack of serious responsibilities in terms of marriage among the community will impact negatively on community participations in Development programmes.
