ABSTRACT
This dissertation presents findings from the study conducted in Ntugamo
Sub-country, Ntungamo district. The study aimed at finding out the impact of
FAL programme on the socio-economic development of rural communities in
western Uganda. A research was conducted in Ntungamo sub county in seven
parishes which included Kuhunga, Nyarubare Kikoni, Butare, Nyaburiza,
Ruhooko and Kizaara. The selection of the study objectives was mainly based
on the functional adult literacy training manual for the Republic of Uganda
(1996).
The objectives were to establish the factors influencing adult learners to
participate; different stakeholders involved in FAL, and to analyze community
involvement in FAL. Achieving the above objectives will inevitably result into a
better framework by which adult learners can utilize the services offered by the
functional adult literacy programme; improve collaboration between the adult
learners and FAL instructors.
The researcher used research instruments such as questionnaires, interview
guides with key informants and observation checklists (only for the researcher).
The study revealed that fewer people in rural communities are the
beneficiaries, regardless of the efforts put under FAL programme by Ngungamo
District Administration. Equally, fewer women as compared to men are
attending FAL classes. Hence, there is need for procurement of more funds to
implement FAL programme, community sensitization and awareness creation
for F AL programme and to strengthen policies that favour more women to
participate.
