The population of the study consist of three hundred (300) staff in the ministry. The sample size of the study was one hundred (100) which were drawn using simple random sampling, three research questions, questionnaire were formulated which guided the study, a structured questionnaire was used bas the method for data collection which was also validated for its reliability. The major findings of the study were: the frequent interference in policy formulation by political officials, lack of motivation and unnecessary red-tapism. In conclusion, the Civil Service does not play greater role in the remuneration, implementation and evaluation of public policies than the political head. Inefficiency had also reduced the proficient and effectiveness of the Nigerian Civil Service. The following recommendations were made by the researcher: there is need for sound financial limitation for the government spending for the implementation of public policies in Nigeria, there is need for an improved remuneration for civil servants, motivation is very necessary in every organisation as it would encourage workers response to work positively, red-tapism should be eradicated from the civil service to enable its efficiency.
