CHAPTER ONE 1.0 Introduction This chapter presents the background of the study, statement of the problem, research objectives, scope, significance and limitation. The study sought to explain the role of NGOs in community health development with a Focus at Makindye division, Nsambya Parish. 1.1 Background The main focus of the study is to examine the role of NOOs toward community health development in Makindye Division. Nsambya Parish. Non-governmental organizations originally appeared in the mid nineteenth century. After the Second World War, and with the creation of the United Nations, the need and place for a consultative role for organizations that were neither governments nor member states was recognized. The acceptance of these bodies led to the term ‘Nongove ~niental organizations. The Economic and Social Council of the United Nations (ECOS-OC) originally defined these bodies as ‘any international body that is not founded by an international treaty’, however the United Nations now describe a Non-Governmental Organization as a “not-for-profit voluntary Citizen’s group. which is organized on a local. national. or international level to address issues in support ofthe public good. Task oriented and made up of people with common interests. ‘NGOs perform a variety of services and humanitarian functions, bring citizens concerns to governments, monitor policy and programme implementation, and encourage participation of Civil Society stakeholders at the community level.” They provide analysis and expertise. serve as early warning mechanisms, help monitor and implement international agreements (Jens S. K. 2010).
