Nigeria, which yearns to catch up.lather nations in the race towards socio-economic and industrial development after almost a century of backwardness under British rule. However an effective civil service had eluded us as a result of the imperfections inherent in the nations socio-economic and political systems. Since independence there have been a growing dissatisfaction with civil service, if' there is doubt that Government policies once ronnulated will not he effectively and efficiently implementccJ , definitc.:ly there will he need for a change of the system. Const.:qucntly President Bahangida in order lo turn the public service for enhanced efficiency and effectiveness in the civil administrations of the country introduced the 1988 civil service reform . ..
