ABSTRACT Education is generally recognised as the keynote to national development in all societies. It is a life long process whereby the innate abilities and talents ofpeople, both young and old are brought out and developed. It is the most potent force shaping people's knowledge, attitudes, perceptions, skills and personality (Antwi, 1992). It is generally accepted that education is an investment in human capital. Antwi (1992) observed that schooling and training increase people's lifetime earnings, their social skills, perceptive powers, task performance levels, ability to communicate and opportunities for advancement. Singer (1964) also noted that, "it is only where the working force at all levels is sufficiently literate, educated, trained and mobile to take advantage of new advances in techniques and organisation ofproduction that the creation of a built-in industry ofprogress becomes possible" (p. 70). It is also recognised that the socio-economic development of any country depends on a cadre ofwell-educated and well-trained personnel produced especially through secondary school and tertiary levels of education.
