ABSTRACT
This study investigated the effectiveness of the inspectorate department in improving the quality of secondary education in Zanzibar. The study essentially explored how stakeholders perceived the roles of the educational inspectorate. Furthermore, the study examined how school inspectors facilitated quality instruction, enhanced learning outcomes, and promoted the professional development of teachers. The study was guided by Taylors (1911) theory of Scientific Management. Besides, this study employed the CIPP framework which assumed that Context, Inputs, Processes, and Products should be used all together and no part should be left behind in order for inspectors to be effective. The study mainly employed a qualitative research approach and included 6 school inspectors, 7 heads of school, and 63 secondary school teachers. Data were collected through questionnaires and interview schedules. Data obtained were subjected to thematic analysis with some information presented in the tabular form using frequencies and percentages. Main findings revealed that there were different perceptions among education stakeholders on the roles and effectiveness of the inspectorate department in improving education quality in secondary schools at Magharibi District. However, the majority of stakeholders perceived school inspection facilitating effective in terms of teachers'‟ quality instruction, enhancing learning outcomes and promoting their professional development. Furthermore, the study revealed some strategies which were found to improve the quality of secondary education including frequency of inspection as well as teachers and inspector's discussion after inspection. Based on these findings, it was recommended that school inspectors would provide immediate feedback for observed challenges during the inspection process. The school inspectorate would ensure that teachers would teach and integrate currently available technology. School inspectors would make sure that all schools should be inspected at least two times per year.
