ABSTRACT This study was undertaken to carry out an investigation on recruitment policy and employees’ performance Puntland State University, Puntland, Somalia. The objectives of the study were 1) to examine the recruitment policley, 2) to determine the level of employees’ performance and 3) to establish the relationship between the recruitment policies and employees’ performance at Puntland State University. The study employed descriptive correlation study design. With regards to this method, the researcher used structured questionnaires which were based on simple and understandable questions. Responses from the 104 study respondents who were made from a target population of 140 suggested that the recruitment policies in PSU were poor. As a result the employees’ performance has remained to be significantly low, It was also established that there was indeed a relationship between the promotion policies and employees’ performance which stood at 0.657 on the Pearson Correlation scale which was interpreted as positive and fairly strong relationship. The researcher suggested that it had become imperative that there be significant improvement on the aspects by means of doing more internal recruitment, training of human resource managers and administrators, revising the evaluative criteria for selection of employees, advertising selflessly for available vacancies and resorting to manpower outsourcing as a measure of last resort.
