ABSTRACT
This study was curried out to identify and examine the factors that contribute low
vital registration in Njombe District and tried to investigate how these factors have
been contributed to the existing inadequacy record of enrolment around the
communities. Both quantitative and qualitative information were collected and
supplementary by secondary data form various secondary source. Most of the
quantitative data were analyzed using Statistical Package for Social Science (SPSS)
while qualitative information was analyzed using content analysis
The result from the study indicated that, how vital registration various factors, these
included lack of awareness of the communities, low rate of education level, low
income status among people inhabiting. Other factors include penalties for being late
in registering within the prescribed time, long distance for residential areas to
registration centers, long procedures to get certificates, lack of trained personnel, and
unclear guideline by he government about general structure of vital recoding
processes
Some factors which contribute to inefficiency of enrolment include low level of
knowledge of the civilians on the value of vital registration and also due untrained
personal. Partly inefficiency is attributed by lack of involvement of local
leader/chiefs in the system. There is a need for government to increase efforts on
polices in governance of vital registration in the sovereign nation like Tanzania. This
would enable the government to manage vital registration effectively
